    THAT the Regional Board receives for information the May 21, 2021 letter from UBCM with respect to the Gas Tax Agreement Community Works Fund Payment for fiscal 2021/2022 in the amount of $783,945.29.

  • Recommended Motion:

    THAT the Regional Board authorizes staff to undertake an Alternative Approval Process in the entire Central Okanagan service area to determine the opinion of the electors with regard to:

    • Regional District of Central Okanagan Okanagan Regional Library Service Area Establishment Bylaw No. 1477, 2021; AND
      • Regional District of Central Okanagan Okanagan Regional Library Loan Authorization Bylaw No. 1478

    AND FURTHER THAT the Regional Board approves the following with regard to the AAP for the proposed bylaw:

    1. That the deadline for receiving elector responses be 4:00 p.m. on July 12, 2021
    2. That the Elector Response Form be approved; and
    3. That the estimated number of eligible voters to which the Alternative Approval Process applies be established at 164,786

    Recommendation #1:

    THAT the Regional Board approve the use of $349,183 of the COVID Restart Grant Operating Reserve for 2021 as proposed in the RDCO 2021 – 2025 Financial Plan Amendment Bylaw No. 1484, 2021 Report Dated May 20, 2021, and as budgeted in the RDCO 2021 – 2025 Financial Plan Amendment Bylaw 1484.

    Recommendation #2:

    THAT Regional District of Central Okanagan 2021 – 2025 Financial Plan Amendment Bylaw No. 1484 be given first, second and third readings and adopted

For A. Pattan for a site specific rezoning amendment on the subject property to Cannabis Production Facility.  Located at 5631 Rittich.  Central Okanagan East Electoral Area

  • Recommended Motion:

    THAT Zoning Amendment Bylaw No. 871-268 for A. & C. Patton located on Lot 59, DL 1, ODYD, Plan 475, be given first reading;

    AND FURTHER THAT scheduling of a Public Hearing for application Z21/03 be withheld pending:

    • Receipt of comments from the Agricultural Advisory Commission and Ministry of Environment and Climate Change Strategy; and
    • The applicant’s submission of a demolition permit application to remove the illegal dwelling unit within the existing accessory building (south barn).

D. & L. Ketler (owners/applicants) for a site specific rezoning amendment on the subject property to allow an additional dwelling unit.  Located at 5060 Whelan Road.  Central Okanagan East Electoral Area

    THAT Zoning Amendment Bylaw No. 871-266 be given second and third readings;

    AND FURTHER THAT final adoption be withheld pending:

    • receipt of a registered covenant on title acknowledging the potential for aircraft noise impact and recognizing Zoning Bylaw No. 871, Section 3.18.10 accessory home provisions.

For J. & S. White to rezone the subject property from R1 to R1s (Secondary Suite) to allow a secondary suite.  Located at 7155 Dunswater Road. Central Okanagan East Electoral Area

    • Approval of the bylaw by the Ministry of Transportation and Infrastructure.

For P. & K. Bartha (owners) to amend the land use designation for the subject property from SH-2 Small Holdings to SH-2s Small Holdings (Secondary Suite) to allow a secondary suite.  Located at 8991 Highway 33 E.  Central Okanagan East Electoral Area
