Chairperson Wooldridge to call the meeting to order.

5.1

Soil Regulations Options

All Directors – Unweighted Corporate Vote – Simple Majority (LGA s.208)

To review regulatory options for the management of soil and fill placement.

5.2

Development Variance Permit (VP-22-05) - 2223 Westside Road (Central Okanagan West Electoral Areas)

Custom Vote – Electoral Area West & West Kelowna Fringe & Kelowna Fringe Area – Electoral Area Directors, West Kelowna, Kelowna - 1 Director, 1 Vote

To consider the issuance of a Development Variance Permit to allow for a reduction to the minimum front yard building setback.

Official Community Plan Amendment Bylaw No. 1274-13 and Zoning Amendment Bylaw No. 871-277 - Rockchild Landing - District Lot 4501 on Westside Road (Central Okanagan West Electoral Area)

Custom Vote – Electoral Area West & West Kelowna Fringe Area – Electoral Area Directors, West Kelowna - 1 Director, 1 Vote

To consider support for an application to amend the Rural Westside Official Community Plan to rezone the subject property from Parks and Open Space (P1) and Single Detached Housing (R1) to Rural 1 (RU1) and Rural 2 (RU2), and the discharge of three covenants.

6.1

Bylaw for Adoption - Zoning Amendment Bylaw No. 871-276 (Z22/05) – 491 Killarney Way

Custom Vote – Electoral Area West Unfringed Area – Electoral Area Directors only

To adopt Bylaw No. 871-276 to rezone the subject property from RU5 Small Lot Country Residential to RU5s Small Lot Country Residential (Secondary Suite) to permit a secondary suite.

6.2

Establishment of the Planning Advisory Committee - 2022-2026 Term

All Directors – Unweighted Corporate Vote – Simple Majority (LGA s.208) Bylaw Adoption – Unweighted Corporate Vote – 2/3 Majority (LGA s.228)

To approve the Terms of Reference for the Planning Advisory Committee.

Electoral Area Services Committee - BC Transit Recommendation

All Directors – Unweighted Corporate Vote – Simple Majority (LGA s.208)

To consider providing a letter of support to BC Transit for ICIP applications.

2023-2027 Five-Year Financial Plan

To present the Regional District of Central Okanagan’s 2023 – 2027 Five Year Financial Plan for approval.
