CALL TO ORDER

Chairperson Wooldridge to call the meeting to order.

The RDCO acknowledges our presence on the traditional, ancestral, and unceded tm̓xʷúlaʔxʷ (land) of the syilx / Okanagan people who have resided here since time immemorial. We recognize, honour, and respect the syilx / Okanagan lands upon which we live, work, and play.

To report annual financial information to the Board and comply with legislative requirements for filing Financial Statements by May 15th.

Purchase Commitments over $100,000 during Q1 2023

All Directors - Unweighted Corporate Vote - Simple Majority (LGA s.208)

To report all purchase commitments exceeding $100,000 made during Q1 2023 in accordance with section 4.6 of the Board’s Purchasing Policy.

6.1

This file has been withdrawn by the applicant.

6.2

Development Variance Permit (VP-22-08) and LGA Exemption - 1711, 1725 and 1733 Huckleberry Road (EA East)

Custom Vote - Electoral Area East Unfringed Area - Electoral Area Directors Only - 1 Director, 1 Vote

To consider the issuance of a Development Variance Permit to allow an increase in the maximum grade for a driveway of a panhandle lot and to exempt the subject properties from the 10% frontage requirement of Section 512 of the Local Government Act.

Community Services Department Bylaw Updates

To consider readings and adoption of a new Development Procedures, Fees and Charges Bylaw and Building Bylaw.

Official Community Plan Amendment Bylaw No. 1274-13 and Zoning Amendment Bylaw No. 871-277 - Rockchild Landing - District Lot 4501 on Westside Road (EA West) Bylaw Adoption

To consider adoption for the Official Community Plan amendment bylaw and Zoning amendment bylaw.

EECO Renaming - Mission Creek Regional Park

To bring information regarding the renaming of the “Environmental Education Centre for the Okanagan” (EECO) from previous closed meetings to an open meeting of the Regional Board on May 4, 2023, for public information.

MOTION TO CLOSE THE MEETING

THAT the May 4, 2023 Regular Board meeting be closed to the public pursuant to sections 90(1)(k) and 90(2)(b) of the Community Charter to discuss items related to: 

• negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public; and
• consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
