CALL TO ORDER

Chairperson Wooldridge to call the meeting to order.

LAND ACKNOWLEDGEMENT

The RDCO acknowledges our presence on the traditional, ancestral, and unceded tm̓xʷúlaʔxʷ (land) of the syilx / Okanagan people who have resided here since time immemorial. We recognize, honour, and respect the syilx / Okanagan lands upon which we live, work, and play.

To adopt the March 16, 2023 Regular Board meeting minutes.

5.1

Development Variance Permit (VP-22-10) - 6730 Marbella Loop (West Electoral Area)

Custom Vote – Electoral Area West – Electoral Area Directors only –1 Director, 1 Vote

To consider allowing an increase to the length of an exterior stairway that is permitted to project into a side yard setback area.

5.2

Agricultural Land Commission Referral Application (A-22-04) - 5705 Upper Booth Road North (East Electoral Area)

Custom Vote – Electoral Area East & Kelowna Fringe Area – Electoral Area Directors, Kelowna - 1 Director, 1 Vote

To consider a Referral Application to obtain Agricultural Land Commission approval for a subdivision to divide the property into two lots.

Covenant Discharge for Lot 4 Lakeshore Road (DP-22-30)

Custom Vote – Electoral Area East & Kelowna Fringe Area – Electoral Area Directors, Kelowna - 1 Director, 1 Vote

To consider discharge of a restrictive covenant affecting a portion of the subject property.

To consider the appointment of Bylaw Enforcement Officers.

Directors Approval to Attend 2023 Conferences

To consider approval for RDCO Board member attendance at the 2023 LGLA, SILGA, FCM, UBCM, and MFA seminars and conferences.

7.1

2023-2027 Five-Year Financial Plan Bylaw

All Directors – Weighted Corporate Vote – Majority (LGA s.210)

To present the Regional District of Central Okanagan 2023 – 2027 Five-Year Financial Plan bylaw for the Board’s consideration and adoption.

MOTION TO CLOSE THE MEETING

THAT the March 30, 2023 Regular Board meeting be closed to the public pursuant to sections 90(1) (a)(c)(g)(i) and 90(2) (b) of the Community Charter to discuss items related to: 

• personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the Regional District;
• labour relations or other employee relations;
• litigation or potential litigation affecting the Regional District;
• the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and
• the consideration of information received and held in confidence relating to negotiations between the Regional District and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
